Rule N

At Tottenham Hotspur Football Club, Diversity, Equity and Inclusion (DEI) is at the heart of everything we do. In October 2020, we were proud to become a founding signatory of the Football Leadership Diversity Code (FLDC), launched by the Football Association (FA) to address gender and ethnicity under-representation in roles across all areas of English Football Clubs. The FLDC focused on ‘new hire’ data and, for the following three seasons, we submitted our recruitment statistics to the FA for publication according to the Code’s hiring targets for Black, Asian and Mixed Heritage (BAMH) and Female hires across the senior leadership, team operations, coaching and senior coaching roles.

For the current playing season The FA introduced Rule N, which requires all Clubs within the English Football League (EFL) and Premier League (PL) to publish their workforce diversity data. Rule N requires Clubs to report on data disclosed regarding protected characteristics, segmented for Senior leadership, Senior coaching staff and other coaching staff, with the rest of the organisation, including the Foundation, counted as a separate group. Whilst the FLDC required Clubs to report on their recruitment data only, Rule N allows Clubs to report on a snapshot in time and thus a better reflection of the diversity of their current workforces.

The publication of workforce diversity data has now been mandated by the FA and Clubs are expected to attain a completion rate of at least 80%. Clubs are expected to publish this data every two years, with the first publication due by 01 June 2025. When reading Tottenham Hotspur Football Club’s Workforce Diversity Data report, it should be noted:

  • The data within the report was captured on a snapshot date in May 2025 and therefore reflects the diversity of our workforce at that specific time.
  • The data represents all permanent members of staff directly employed by the Club, including Board, Senior Leadership, Other Staff (excluding coaches), Senior Coaching Staff and Other Coaching Staff.
  • As per Rule N requirements, the report excludes those who work solely in the women’s game (who will be covered by WSL reporting.) It also excludes staff that work within the Club’s Community Organisation (CCO), 1st team players and casual workers (match day and non-match day.) Data for these groups, along with data for our Academy Players (Boys and Girls) and job applicants, is collected during the Club’s annual DEI data audits, conducted every season in line with the requirements of the Premier League’s Equality, Diversity and Inclusion Standard (PLEDIS).
  • The data has been presented with comparative local and national data sourced from the Census 2021 (ONS.)
  • In line with data protection principles and to safeguard personal information and individual anonymity, Clubs are not required to publish demographic data for any reporting group where the total number of individuals is fewer than 10. Where a reporting group contains fewer than 10 individuals, we have redacted the data to protect confidentiality. These fields have been presented as blank.
  • Employees disclose their data voluntarily and are free to choose whether to provide their personal information. If an employee has not disclosed information for a specific category, their response is recorded as ‘Undisclosed,’ separate from ‘Prefer Not to Say’ responses.
  • Organisations are required to report an employee's gender and date of birth to HMRC for payroll purposes. As we have this data for all employees, we have reported an 100% return rate for all staff included in this Rule N report. Non-disclosure rates have been reported in the tables for all other categories specified for Rule N reporting.
